Facilities delivery leader
Ralph Graves oversees project management, design and construction in support of the business plans and infrastructure needs of the port.
Experienced senior engineering manager
Graves served 29 years as an officer in the U.S. Army. He commanded Corps of Engineers Districts in Seattle and Honolulu and was Deputy Commander of the Baltimore District, overseeing the delivery of hundreds of military, civil works and environmental remediation and restoration projects. Earlier military assignments included troop duty in Korea, Germany and Operation Desert Storm.
Prior to joining the port in August 2008, Graves was a project manager in the Seattle office of Parsons Brinckerhoff, a world-wide engineering firm.
Skilled leader of diverse workforces
Army experience includes leading combat engineer soldiers in peace and war as well as commanding Corps of Engineers districts with multi-state responsibilities and up to 800 military and civilian staff. Has led the Capital Development Division of the Port for over 7 years.

The growing Port mission and commitment to provide the best service to our business partners and the travelling public will require extensive expansion and renovation at the Seattle seaport and SeaTac airport. Capital Development will deliver high quality facilities efficiently and promptly.
