Contracting Opportunities

The Port of Seattle structures its procurements by type of service and dollar threshold. Contracting opportunities at the Port can be found through Seattle Daily Journal of Commerce, the Port's eBid site, or the Small Works Roster.

Professional and Personal Services
Professional and personal service agreement category is determined by estimated contract value:

  • Category I - Under $50,000.00
  • Category II - $50,000 to $199,999.99
  • Category III – $200,000 and over

The Port defines professional services if they meet either of the two following categories:

  • Architectural and engineering services as defined in RCW 39.80.020(5) as amended; or
  • Professional or technical expertise provided by a Consultant to accomplish a specific study, project, task or other work which is reasonably required in connection with a Public Works projects.

Personal services are defined in RCW 53.19.010 (6) as professional or technical expertise provided by a consultant to accomplish a specific study, project, task, or other work statement which may not reasonably be required in connection with a public works project meeting the definition in RCW 39.04.010 (4).

For Category I and II procurements, a qualified consultant is generally selected from the Port’s Consultant Roster. There are some exceptions.

Category III procurements are advertised in the Seattle Daily Journal of Commerce and listed on the Port's eBid site under the Solicitations tab.

Purchased Goods & Services
Goods and services are procured as follows:

  • $ 0 – $25,000: Suppliers are selected based on the Port's knowledge of the industry, price, service, quality and delivery.
  • $25,001 - $50,000: Verbal or written quotations are solicited from 3 suppliers depending on complexity of requirements.
  • Over $50,000: Formal solicitations for bids or proposals are advertised in the Seattle Daily Journal of Commerce and listed on the Port's eBid site.

Major Construction
The Port uses the formal bid process for its public works contracts for major construction projects over $300,000. Public notice for competitive bids is provided by advertisement in the
Seattle Daily Journal of Commerce and online at eBid .

Small Works Construction
As required per RCW 39.04.155, the Port maintains a Small Works roster for Public Works contracting opportunities under $300,000.00. The Small Works roster is for the registration of licensed contractors only. Bid Notifications will be issued to contractors according to applicable craft codes.

Port's eBID Site:
The eBid site's “Solicitations” tab identifies:

  • All major construction opportunities.
  • Category III professional and professional service opportunities.
  • Formal solicitations for purchased goods and services over $50,000.
  • Future procurement.

Interested firms are required to register and become approved as vendors if interested in downloading solicitations and associated documents.

Solicitations, bid documents and award information are available. Addenda notices, bid clarification notices and project information will be sent to all firms listed on the Bidders tab of the solicitation.
