Harbor Development Strategy 21

Overview

The Port of Seattle Commission adopted The Harbor Development Strategy 21 Policies on June 26, 2001.

The Harbor Development Strategy 21 provides an updated strategic direction and set of policies to guide the future of the Seaport. This direction will provide:

  • A policy context for Seaport decision making and priority setting
  • A framework for the Port Commission and Seaport staff to make choices among competing projects and investment options

A 30-member Community Advisory Committee, supported by Seaport staff and a consultant team, put policy recommendations together for the Port Commission. The Port Commission took these recommendations under advisement and adopted policies based on these recommendations after several months of public comment and deliberation.

The Commission did not adopt new policies relating to Fishermen's Terminal. These policies will be revisited in the fall. The recommendation to utilize vacant moorage at Fishermen's Terminal for recreational vessels has been a subject of concern within the fishing community. As most fishermen had already left for the fishing season, it seemed best to delay consideration of the Fishermen's Terminal Policies until their return. This will give staff an opportunity to work with the fishing community in an effort to address their concerns.

The diverse Advisory Committee consists of approximately 25 members, including representatives from maritime, business, real estate, construction, transportation, economic development, labor, education and community organizations, as well as other local governments.
