The Embankment Fill Monitoring Program (EFMP) was established by the Port for compliance with the requirements of several permits issued for the construction of the third runway at Sea-Tac Airport. These include the State of Washington's Section 401 Water Quality Certification(401WQC) issued by the Washington Department of Ecology (Ecology), and the federal Army Corps of Engineers Section 404 Permit issued on December 13, 2002.
The EFMP is designed to identify adverse impacts to surface water and groundwater due to embankment fill at the first practical down-gradient location (along the toe of the embankment). The program also establishes protocols to be followed to address identified actual or potential impacts before they adversely affect groundwater or surface water receptors.
