Resolution 3605 - Delegation of Authority

The Port of Seattle Commission voted to approve Resolution 3605 which makes sweeping changes to how the Commission delegates its authority throughout the organization. The new framework strengthens commission oversight of the Port’s capital construction programs and clarifies when and how staff members must gain the body’s approval on Port projects.

Audit Response and Action Plan Archive

In December 2007, the Washington State Auditor's Office released results of a performance audit on the Port of Seattle's capital program, identifying 51 recommendations. The Port defined numerous action steps and is implementing improvements to its processes. The latest progress report is below.

Recommendations Submitted to the Port by the Special Investigative Team

In December 2008, Port of Seattle CEO Tay Yoshitani directed Port staff to respond to a special investigation conducted by former US Attorney Michael McKay, by addressing a set of eight recommendations. The response plan details how the report recommendations – many of which build on reform efforts already underway – are being implemented.

Ten months ago, the Port of Seattle Commission hired former U.S. Attorney Mike McKay to begin an independent investigation into areas a performance audit identified as potentially vulnerable to fraud.  Mr. McKay's report, released last week, identified areas where civil fraud occurred in the Port's contracting procedures and provided eight recommendations for how the Port can strengthen its policies to prevent such actions in the future.  The Port of Seattle is committed to bringing the citizens of King County a more accountable and transparent organization, one that continues to create jobs and deliver economic growth for the region.
