No, proposers must be 501(c)3 or 501(c)6 nonprofit organizations, collaboratives, or fiscally sponsored organizations. All proposals must have one nonprofit organization identified as the proposed Prime contractor; other partners can be listed as sub-partners. Only one nonprofit, the Prime, will be listed on the agreement.
