NEW: Is the list of cities provided in the RFP (Burien, Des Moines, Federal Way, Normandy Park SeaTac, and Tukwila) a complete list of the areas that count as "near-airport communities"? Or may a city nearby count as a "near-airport" location?

As stated in the RFP, Section XI.A.3(a): 

“Projects must serve the near-airport communities, defined as the group of people and organizations that live, work, play, study, or worship in the near-airport communities and that have been historically impacted by economic, racial, and environmental injustices.”
