Declaring certain property to be no longer needed for District purposes; amending its Comprehensive Scheme of Harbor Improvements by surplusing said property; authorizing the conveyance of said property to the City of Seattle; authorizing the revision, execution and delivery of a deed conveying said property to said City; and authorizing the Port's attorneys to commence judicial action declaring said property to be surplus and approving said conveyance.
