Making and adopting the estimate of the amount required to meet the public expense of the Port of Seattle, for the year 1912, and for a portion of the year 1911, from September 5, 1911, to January 1, 1912; fixing the time and place of the hearing on said estimate, and directing the Secretary of the Port of Seattle Commission to give notice thereof.
