The Port of Seattle Commission passed an order on April 28 directing the Executive Director to explore the creation of a program that would provide limited, temporary access to the secure side of Seattle-Tacoma International Airport (SEA) for a defined group of union representatives.
The effort builds on the Port’s longstanding commitment to supporting the airport workforce and ensuring SEA is a strong employment option for the region. More than 25,000 workers across more than 100 employers keep SEA operating every day. Many of these workers are represented by labor unions from across the region, and this order would allow for further support for union leaders to speak with their members at SEA.
“Workers are the backbone of SEA, and their ability to be represented effectively is essential to a thriving airport,” said Commission President Ryan Calkins, who co-sponsored the order. “We’ve listened closely to labor partners, and this order will explore the best way for labor leaders to reach their members post security at SEA. By thoughtfully exploring a secure and compliant program, we’re taking a responsible step toward improving workplace support while upholding our security obligations.”
Under the order, the Executive Director will evaluate multiple secure access mechanisms — such as a model similar to the SEA Visitor Pass program or enhancements to the existing employer-sponsored badge process — while ensuring any approach complies fully with federal, state, and local regulations. Key parameters include clear eligibility limits, strict security and training requirements, and explicit prohibitions on organizing activities within the secure area.
“Our airport workers deserve advocates who can meet them where they are — literally,” said Commissioner Toshiko Hasegawa, the co-sponsor of the order. “By exploring a pilot program grounded in safety, accountability, and stakeholder input, we are demonstrating that supporting workers and maintaining secure operations are goals we can achieve together. This is about strengthening trust, improving communication, and ensuring that every employee at SEA can thrive.”
The order calls for a 180-day pilot program, subject to Commission review, and directs the Executive Director to provide a complete report and briefing to the Commission by June 1, 2026.
