SKPCF Funding Opportunities

The 2026 SKPCF EOC applications open from March 9 to April 20, 2026. Join our upcoming RFP information sessions (see dates below) to learn about the RFP application, proposal requirements, timelines, and how proposals will be evaluated. Fund Details

The SKPCF Economic Opportunities for Communities (EOC) Program connects historically underrepresented communities to opportunities for living-wage jobs and careers in aviation, construction trades, green jobs, and maritime. The community-led programs create access for the next generation of trade professionals to enter the port-related industries

  • Approximately $2 million in funding is available for the 2026 application
  • Funding duration and amounts are:
    • Single year from $65,000 - $115,000, or
    • Multi-year (up to 3 years) from $100,000-$275,000
  • Eligibility requirements:
    • Be either a registered non-profit organization 501(c)3 or chamber of commerce 501(c)6
    • Have at least two years of demonstrated experience working with communities in South King County, Duwamish Valley, and/or Beacon Hill
    • Have at least one year of experience directly providing career-prep and readiness programs in Port-related industries (aviation, construction trades, green jobs, and maritime)
  • Proposed projects must include the core components:
    • Port-related Industries. Programs must be directly related to job and career pathways in aviation, construction trades, green jobs, and maritime.
    • Career-prep and readiness focus areas. Programs must provide experiential, navigation, retention, or training opportunities to help individuals become more aware and prepared for jobs and careers in port-related industries. 
    • Equity. Programs must be located in and serve historically underrepresented communities who live and work in South King County, Duwamish Valley, or Beacon Hill. Underrepresented communities include communities of color, low-income communities, immigrants and refugees, and other structurally excluded communities. Organizations with a physical office space in the six near-airport cities will receive a priority rating.

Tips On How To Apply

  1. Take the SKPCF EOC Self-Assessment and determine whether your organization and project meet the funding requirements.
  2. Go to the Port's VendorConnect website and search for Procurement # P-00322691.
  3. Download the RFP application and attachments.
  4. Attend info sessions to hear directly from Port staff about the RFP details. 
  5. Submit your application with all required documents by email to [email protected]by 12 pm (noon) PST on April 20, 2026.

This is not the Port’s official procurement site.  The official RFP application and the most updated requirements are made available in the Port’s VendorConnect system. Registration in VendorConnect is not required to submit an application. However, a VendorConnect account is required to submit questions and receive automatic updates about the RFP.
