The 2026 South King and Port Communities Fund (SKPCF) Economic Opportunities for Communities (EOC) Program RFP application is open from March 9 to April 20, 2026. The SKPCF Economic Opportunities for Communities (EOC) program funds community-led career- prep and readiness programs to connect historically underrepresented communities to opportunities for living- wage jobs and careers in aviation, construction trades, green jobs, and maritime. The Port established the South King County Community Impact Fund (now South King and Port Communities Fund) in 2019 to develop equity-based partnerships and provide resources and support to historically underserved, ethnically, and culturally diverse near-airport communities. The new name, South King and Port Communities Fund, reflects the expanded geographic reach of the fund to include South King County and other areas of King County that are identified by the Equity Index as having the greatest need for economic development and environmental improvement funding.
From 2020 to 2024, the SKCCIF launched four cycles of the Economic Recovery (now Economic Opportunities for Communities) program and Environmental Grants (now the Environmental Improvements Program). These programs supported community-led projects that create pathways to training and well-paying jobs and environmental improvements of public spaces. Since the fund’s inception, more than 50 organizations have received a total of $9.25 million, funding over 80 projects.
In 2024, the Port of Seattle Commission reauthorized $14 million to continue SKPCF community-led projects that advance equity through the environmental improvement of public spaces, access to jobs and careers in Port-related industries, and training to women, minority business enterprises (WMBE), and small businesses. The SKPCF has strengthened the Port’s relationships with key community members and organizations serving those communities and has expanded the geographic region to include areas of South King County that the Port of Seattle’s Equity Index identifies as having disparities. SKCPF continues to prioritize our commitment to the six near-airport cities.

SKPCF Partnership
The Economic Opportunities for Communities and Environmental Improvements programs partner with community-based organizations that have experience and trust with historically underrepresented communities who live and work in the six near-airport cities, South King County, Duwamish Valley, and Beacon Hill. Underrepresented communities include communities of color, immigrants and refugees, low-income communities, and other structurally excluded communities.
Diversity in Contracting partners with the U.S. Department of Transportation's Small Business Transportation Resource Center, Find Ventures, and Highline College Small Business Development Center (SBDC) to provide small, woman and minority business enterprises (WMBE) with training and assistance for those interested in doing business with the Port.
Equity Index
The Port's Equity Index is an online interactive map, displaying a visual representation of social and environmental disparities in King County. Neighborhoods with a low-equity index score have the greatest disparities. The Equity Index is used to identify the eligible geographic region. See the eligible geographic region for SKPCF.
