Sean Gillebo, Interim Chief of Police

Sean Gillebo joined the Port of Seattle Police Department in August of 2012 as a lateral officer applicant. Sean started his career at Lynnwood Police Department where he served 11 years. There, he worked patrol, detectives, SWAT, and as an FBI Task Force Officer.

Since joining the Port of Seattle PD, he has served as a patrol officer, patrol sergeant, criminal investigations sergeant, patrol commander, criminal investigations commander, Deputy Chief of Operations and Services Bureau, and Interim Chief of the Department.

Before his law enforcement career, he was a member of the United States Marine Corp. reserves where he served 8 years.

Sean graduated with a Bachelor of Science in Organizational Leadership from the University of Charleston. Sean has also attended leadership courses at Northwestern University Center for Public Safety, Senior Management Institution for Police, and the FBI National Academy.


Tom Bailey, Deputy Chief

 Tom has 30 years of law enforcement experience, starting his career in Arizona in 1994 with the University of Arizona Police Department. Tom lateraled to the Pima County Sheriff’s Department from UAPD, where he worked as a Patrol and Safe Streets Deputy. He was then assigned to detectives, first assigned to Crimes Against Children, then Homicide. Tom left detectives to become a member of the Pima County Sheriff’s Department SWAT Team and be one of their PIO/ Community Relations Officers. Tom lateraled to the Oro Valley Police Department in 2005, where he first worked part-time, and eventually full-time, so he could also help run his family’s real estate development business until 2009 when he lateraled to the Port of Seattle PD.

Tom has worked at POSPD as an officer, where he helped start a ProACT Unit, a Sergeant in patrol and training, and was promoted to Commander in 2016. As a Commander, Tom worked in patrol, Criminal Investigations Division, as Acting Deputy Chief of Operations and is currently heading up the newly formed Counter-Terrorism Unit. Tom has served as a commander of Valley Civil Disturbance Unit and was the assistant commander of Valley Independent Investigative Team.

Tom is a veteran of Operation Desert Storm, where he served in Saudi Arabia as a military policeman in the Army.

Tom cares deeply about this profession and the men and women serving it. Tom received his Bachelor of Arts from the University of Arizona and his Master of Science from the University of San Diego in Leadership for Law Enforcement and Public Safety.


Alycia McKinney, Deputy Chief

Deputy Chief Alycia McKinney joined the Port of Seattle Police Department in January 2025, bringing with her more than a decade of public safety experience. She began her career with the Washington State Patrol before serving with the Bellevue Police Department, where she rose to the rank of Major.

In Bellevue, she led key operations including Patrol, SWAT, Traffic, and the Community Crisis Assistance Team (CCAT). She is especially proud of helping launch CCAT, a program that connects people in crisis with on scene mental health professionals with a focus on diversion, rather than jail or the emergency room. The program was so successful it earned permanent funding in 2023, making a lasting difference in how the community is served.

Deputy Chief McKinney holds dual master’s degrees in business administration and management & leadership, giving her a strong foundation for guiding teams and building partnerships. She also shares her knowledge as a leadership instructor at the state’s Criminal Justice Training Center.

Her colleagues describe her as a leader who values compassion, collaboration, and innovation. She is passionate about creating safer, healthier communities while supporting the officers who serve them. At the Port of Seattle, Deputy Chief McKinney looks forward to building strong connections with the community and ensuring the department continues to deliver exceptional public safety.
