Statement on Order Clarifying Rules for Use of Port Properties and Expanding Access to Rights Trainings

Port of Seattle Commissioners Toshiko Hasegawa and Hamdi Mohamed issued the following statement concerning Order No. 2026-03, which was unanimously adopted at today's Commission Meeting:

"The Port of Seattle has a long and proud history as a welcoming gateway for people and commerce from around the world. Our success and the prosperity of this region depend on ensuring that everyone who works at or travels through our facilities is treated with dignity and respect.  

Order No. 2026-03 reinforces that commitment by advancing policies that protect civil rights, promote transparency, and uphold the values that make our region welcoming and inclusive. This action makes clear that nonpublic Port property will not be used for civil immigration detention or enforcement support, except as required by law.  

It also expands access to “Know Your Rights” training and multilingual resources for workers and tenants at SEA Airport and other Port facilities, critical steps to reduce fear, support community trust, and ensure our workforce and partners have the information they need to keep families and communities safe.

Today’s Order expands on Order No. 2026-02, unanimously adopted by the Commission earlier this month, which strengthened transparency and accountability in Port policing. That order removed naming conventions that could be mistaken for federal agencies, ensuring Port Police are clearly identified as part of the Port of Seattle team. Order No. 2026-02 requires advance notice for training and operations in high-visibility areas like SEA Airport, to prevent confusion, and annual reporting on use-of-force and complaint handling — reinforcing transparency and policing that reflects the Port’s values of equity, inclusion, and public service.

Together, these actions demonstrate our dedication to making Port facilities safe, welcoming, and transparent for everyone.

By coordinating with regional partners and aligning with state law, we strengthen our role as a responsible steward of public resources and reaffirm our commitment to equity, accountability, and economic vitality. Through this Order, the Commission sends a clear message: the Port of Seattle will remain a place where workers, travelers, and businesses can thrive without fear, and where our policies reflect transparency, fairness, and respect for all."
