About the Flat Rate Taxi Proposal Program

A new on-demand taxi/for-hire system is being implemented October 1, 2019 and the Port needs to provide important operating information to owners and drivers including dates, times, and locations of informational meetings with Port of Seattle staff. This pilot program was created in response to the Commission Motion passed May 28, 2019  and curated by Taxi owner and driver feedback. All operators and drives will fill out the following application in order to participate in the pilot program. Applications can also be turned in person to the Ground Transportation Booth on the 3rd level of the Sea-Tac Parking Garage as well as by email.

Events and Outreach

To help provide more information about the pilot program, the Port of Seattle will be hosting outreach events. Parking will be validated for those who use the on-site parking garage. More events to be scheduled, all current events are listed below:

  • August 8:
  • August 29 at 2 p.m. in the Central Auditorium on the Mezzanine Level Above Security Checkpoint 3 at Seattle-Tacoma International Airport
  • September 11 at 9 a.m.  in the Central Auditorium on the Mezzanine Level Above Security Checkpoint 3 at Seattle-Tacoma International Airport

Frequently Asked Questions (FAQs)

Who can I contact if I have any questions? Please email taxipilot@portseattle.org for any questions or to submit your application. Please provide: your name, your email, your address, your local address, your phone number, vehicle type (E-Cab or Flat-Rate for-Hire), vehicle number(s), names, email address and phone numbers of all your drivers, and if you are an Owner, an Operator or both.

Will you host more events about the pilot program? Yes, more information on time, date and location will be updated and provided on this page. Please check back for more information as it will be updated with resources as they occur. Quarterly Outreach meetings with owners and drivers for feedback will be hosted starting in Quarter 4 of 2019.

When is the official transition to the Pilot Program and how long will it last? The agreement with Eastside for Hire will be ending on September 30, 2019. The Pilot Program will launch on October 1, 2019 and will last two years.

Is the fleet size changing? Yes, starting October 1, 2019 the number of wheelchair-accessible vehicles shall be increased from 18 to 23. Additional wheelchair-vehicle operators will be chosen by lottery totaling the number of vehicles to 410. Operations will remain the same.

What dispatch companies can I use? Owners may associate with any dispatch company.  Curbside management will be arranged by the Port, currently a contractor has not been selected but is in the process. If you have shared or multiple owners please send their information to taxipilot@portseattle.org

What are the fees? The Port will directly collect an all-inclusive, fee of $6 per trip. These funds must be paid directly with the Driver Portal App that will launch later this year, the Port will provide training for the Driver Portal. Payments must be made using MasterCard, Visa or American Express.

What's changing? A Commission Motion passed May 28, 2019  that helped build and shape this pilot program with policies curated by Taxi owner and driver feedback. OWNERS DRIVERS

Sign an operating agreement with the Port of Seattle (Available soon). Enter in to separate agreement with owner. Follow all agreement requirements.
Associate with a valid dispatch company and stay in compliance at all times. Set up an online account with valid payment type of a MasterCard, Visa or American Express.

Insurance requirements will consist of:

  • Coverage limits will be consistent with current City of Seattle and King County requirements
  • Current "floating" umbrella endorsement will not be required
